The theft or recreation of a Resonant Cypher is a sign of malicious intent against the Vanguard and is considered a heinous crime by the Avalon Flotilla.

Avalon Flotilla Traders will gladly trade for any Vanguard Resonant Cyphers that have been either earned or recovered from their enemies.
